The provisions of the Major Accident Hazard Ordinance, as published on March 15, 2017 (Federal Law Gazette I, p. 483), most recently amended by Article 107 of the Ordinance of June 19, 2020 (Federal Law Gazette I, p. 1328), require operators of facilities handling hazardous substances to inform the public about appropriate safety measures and procedures in the event of a major accident. This document fulfills this obligation to provide information, which has been extended to “lower-tier” facilities.

Application of the Major Accident Ordinance, confirmation that the operating area is subject to the regulations

Due to the storage of raw materials for production, the Weserland GmbH operating area is subject to the Major Accident Hazard Ordinance and is classified as a “lower class” establishment. The operating area has been reported accordingly to the State Office for Occupational Safety and Health in Hanover.

Clear explanations of the activities in the operational area

Weserland GmbH develops, produces, and distributes chemical products and compounds (mixtures) and performs contract processing. In this process, two solid raw materials classified as “toxic” (acute toxicity category 3) are dispersed in water. Some of the products are also classified accordingly.

Relevant hazardous substances present in the operating area

Weserland GmbH stores and processes two raw materials that fall under the Major Accident Hazard Ordinance. The maximum storage quantity of these raw materials and products, classified as acutely toxic category 3, is 190 tons.

To ensure that the potential hazards of a product can be recognized immediately, hazardous substances must be labelled with the appropriate symbols. A single product can also possess several different hazardous properties.

The raw materials possess the following properties.

General information on how the affected population will be warned if necessary, how to behave in the event of an incident, and how to access the information.

We continuously determine the relevant classifications and prescribed codes of conduct for the raw materials we use in production. We do the same for our products. Manufacturing processes at our site are reviewed for potential risks of incidents and for risk mitigation measures.

If an incident occurs, the company immediately informs the respective authorities. The authorities are initiating the next steps in accordance with their hazard mitigation plans to limit the impact beyond the factory boundaries.

Correct behavior in an emergency:

In case of an alarm, always remain calm!

Information:

  • Pay attention to loudspeaker announcements from emergency services.
  • Turn on local radio stations.

Danger detection:

  • Visible signs can be fire and smoke.
  • The body reacts with breathing difficulties, nausea, or eye irritation.

Immediate measures:

  • Inform your immediate neighbors.
  • Do not stay outdoors.
  • If possible, seek out interior rooms on upper floors.
  • Close windows and doors.
  • Turn off ventilation and air conditioning systems.
  • Hold a damp cloth in front of your mouth and nose.

Avoidance of misconduct:

  • Stay away from the accident scene. Keep roads and paths clear for emergency services.
  • Do not block the telephone lines for the fire department, police and rescue service with inquiries or private conversations, unless a special situation (accident, fire) requires a call.
  • The instructions of the emergency services must be followed without fail!

  • In case of health problems – contact your family doctor or the emergency medical service.

Date of the last on-site inspection by the responsible authority: 09.01.2023

Due to the permit under the Federal Immission Control Act (BImSchG) and the subjection to the Major Accident Ordinance, the operating area is subject to regular inspections by the Hanover Trade Supervisory Office.
